This is a really good idea and all, buuut...
Most of the people here doing this are going to be 'underapreciated' artists themselves, because your 'reward' is a feature. If they are a well known artist, they won't be looking for a feature. The majority of 'underapreciated' artists do not have a premium membership, so how do you expect them to fork out the cash for someone elses? Okay, so you might say that that was only a suggestion - but really, don't you think this is all a bit extreme to seem like you're working for a good cause?
I notice you seem to be the one who considers yourself 'underapreciated'. You seem to be doing the exact things you describe in your 'ways to get noticed' news article - holding contests, doing 'watcher' features and community projects... is it all to get the attention on to you, I wonder?
Plus, artists are big boys and girls. They can take care of themselves. If they really wanted to get noticed, heck, they'd do it themselves. It's kind of offending to offer 'charity' like this, it's like suggesting that we aren't good enough and need Mommy to show everyone what a clever boy we are. Well...
Some people will appreciate this I'm sure, but why should we work our asses off to give other people attention? Even though you stress that this isn't about the dreaded PAGEVIEWS you still are pandering to the whole attention whore in everyone. dA is not about 'getting noticed' or becoming '
opular' - unless you want to be a professional artist or seriously sell your stuff then it shouldn't be important how exposed you are. This is meant to be for FUN, to share art with other people and talk and meet friends - not seek people's faves or comments and daily deviations. If you have the talent, and upload regularly, then your art WILL get noticed some time or other. And if not, then you won't. Simple as that. It takes time, and patience, but you can't simply BUY recognition. You have to earn it yourself. Not beg for it from some other artist.
I appreciate you are trying to do something nice, I really do, but it all just seems a bit... silly, to me. And I couldn't just sit here and not express myself.
